According to the South Carolina Code of Laws, the general outline for the position of the State Library Director is as follows:

 

SECTION 60‑1‑30. Director of State Library;  qualifications;  evaluation and term of office.

 

The State Library Board shall appoint the director of the South Carolina State Library to serve as the administrative head of the State Library.  The director:

(a) shall hold a degree from a graduate library school accredited by the American Library Association and must be eligible for a South Carolina professional librarian’s certificate;  and

(b) shall have at least ten years of library experience in increasingly responsible professional positions, including at least four years in library administration with demonstrated success in this area.

The board shall annually evaluate the performance of the director who shall serve until terminated by the board for good cause.

 

SECTION 60‑1‑50. Duties of director.

 

The director of the South Carolina State Library is responsible for the management of the State Library and for the development and coordination of a statewide program of library and information services.  The director shall:

(a) organize, staff, and administer the State Library in accordance with law and good library practice;

(b) recommend to the State Library Board policies and regulations necessary for carrying out the provisions of this chapter and execute those adopted by the board;

(c) prepare a budget for the approval of the board and administer funds made available from any source for improvement of library services, interlibrary cooperation, or resource sharing;

(d) provide advice and technical assistance to public and other libraries, agencies of the State, political subdivisions, and planning groups concerning library services and operations;

(e) carry out continuing studies of the information needs of the citizens of the State and recommend services and programs to meet those needs;

(f) encourage broad professional and community participation in library planning and development;

(g) encourage and assist the efforts of libraries and local governments to develop mutual and cooperative solutions to library and information service problems;

(h) encourage every citizen of the State to fully utilize the state’s library resources and maintain the individual’s right of access to those resources.

Under the limited supervision of the Director, administers the Division of Statewide Library Services.  Provides leadership, supervises, and directs the administration, by the designated department heads of Library Development Services, Talking Book Services, Information Services, Collection Management Services, and DISCUS Program director, of all aspects of each area; ensures cooperation/collaboration among all departments and units of the division; serves as the agency liaison for collaborative IS and LDS projects with outside agencies and organizations; participates in the overall management of the agency through service as a member of the Leadership Team; manages agency programs and services in the absence of the Director.

 

Serves as a member of the Leadership Team; provides input on Division planning for both the agency's annual business plan as well as the agency's annual strategic plan. Provides input for developing initiatives and strategies to promote resource sharing and assure that libraries statewide, regardless of type, interact to obtain the maximum benefit from their collections and offer services to meet the needs of the citizens of South Carolina. Provides input to support the development of effective public library services through the provision of consulting services and the administration of federal and state funding in an ethical and equitable manner. Provides input and leadership to improve information services to people with diverse backgrounds, regardless of their geographical, cultural, educational and socioeconomic differences as well as planning for the provision of information and education services that contribute to a well-informed workforce resulting in a more efficient state government operation.

 

Plans, organizes and directs the administration of the Division of Statewide Library Services which includes the Library Development Services (LDS) department, Information Services (IS) department, Talking Book Services (TBS), Collection Management Services (CMS) department, Public Relations, and the DISCUS Program; provides direct supervision of personnel in each area in the absence of departmental directors.

 

Provides direct consultant services to public libraries; develops schedules for personal participation in telephone, e-mail, and site visit consultations; establishes and maintains effective procedures for support and guidance of new public library directors, public library Boards of Trustees, statewide and local Friends of the Library organizations, and public library staffs; provides library administrators with information on a wide range of topics, such as policies, procedures, standards, programs, personnel matters, and budgets.

  

Directs the planning and development of policies, procedures and training for the improvement and expansion of State Library services; provides clear instructions and leadership for the development of annual goals and objectives for statewide library services; establishes and empowers work teams to meet goals and objectives.

 

Establishes a course of action for meeting the division's goals and objectives and establishes an environment for collaborative execution of the department's goals and objectives; develops and implements long range planning; analyzes and reports the division's activities; sets priorities for the division's staff and allocates responsibilities; provides direction and guidance to other agency departments on all matters relating to the direct provision of consultative and other services to public libraries.

 

Collaborates with various statewide organizations to promote libraries and services of the South Carolina State Library; serves as the agency liaison for collaborative ventures with the organizations such as the USC School of Library and Information Science; offers consultative assistance to library organizations such as the South Carolina Library Association, American Library Association, and other local, regional and national groups as requested and in keeping with goals and objectives of the agency.

 

Serves as State Data Coordinator. Annually collects library data from academic, public, and institutional libraries.  Maintains Bibliostat Collect data collection tool. Provides instruction to academic and public library staff on its use.  Provides annual statistical report of these data.  Represents State Library at the annual Federal State Cooperative System for Public Library Statistics program conference.  Coordinates submission of public library data to the Census for the annual PLS (Public Library Survey) report.  Coordinates the collection of agency statistics for the annual submission of the StLA (State Library Agency) survey to the National Center for Education Statistics.

Designs, plans, implements, and evaluates a statewide training, staff development, and continuing education program to meet the needs of library staff, administrators, and trustees.

 

Presents reports and recommendations to the State Library CE committee based on assessment, analysis and interpretation of current and future educational needs of library staff, administrators and trustees and information needs of their customers.

 

Serves a permanent member of the State Library CE committee. Prepares the annual CE calendar and Continuing Education Opportunities.

 

Conducts and coordinates workshops, institutes, forums, training, and educational projects on a regular basis within budgetary and resource limitations.

 

Identifies and utilizes a variety of techniques and technologies to effectively and efficiently meet the learning needs of library practitioners, administrators, and trustees. Develops manuals, guidelines, directories, listings of resources and other methods to assist with presentations and expand access to training opportunities.

 

Provides training in use of technology for presentations. Provides technical assistance upon request within established schedule.

 

Coordinates the Agency’s continuing education program with other continuing education and training providers at state agencies and public libraries.

 

Maintains a current listing of CE activities available within the State. Establishes a task force of representatives of other continuing education and training providers and meets with the task force on a scheduled basis. Communicates regularly with other state and regional CE providers.

 

Consults with local library administrators and staff on matters relating to staff development, including the provision of research data and technical information needed to enhance the efficiency and effectiveness of local library organizations.

 

Responds promptly to request for information, answering all requests for information within one working day and for request for in-depth information within 3 working days (and within time frame established.)

 

Uses appropriate group processes to build consensus and teamwork in order to support collaborative program development. Establishes and maintains contacts among the library profession and a variety of organizations to assure coordination of mutually achievable goals.

 

Encourages library participation in State Library continuing education activities. Encourages libraries in the areas of staff development and certification of appropriate staff. Assist with the LSTA Continuing Education program and LSTA planning and program evaluation.

TITLE: A Review and Analysis of the Ayurvedic Institute's Ayurvedic Studies Program.
PUBLICATION_DATE: 1999
ABSTRACT: The Ayurvedic Institute, which has been licensed as a private institution of higher education in New Mexico since 1994, offers training in the traditional therapy of East Indian Ayurveda, which includes the use of herbs, nutrition, panchakarma cleansing, and accupressure massage. The institute also offers training in the related disciplines of Ayurveda: Sanskrit, Yoga, and Jyotish (Vedic astrology). The institute's Ayurvedic studies program, which is the foundation of all its educational programs, consists of three academic courses: "Introduction to Philosophy and Theory of Ayurveda," "Introduction to Clinical Assessment," and "Introduction to Management of Disorders." Together, these courses entail approximately 700 hours of classroom instruction over 1 academic year and culminate in a certification of program completion. The courses are based on the Vedic educational model, which is based on using the self and a complete understanding of the self to transfer knowledge from teacher to student and which involves the use of practical examples, ceremonies, and stories. According to the institute's assessment criteria, which are described as a "blend of approximately 50% quantitative and 50% qualitative program analysis," its programs are successful in helping students who want to reach the goal of making Ayurveda a way of life. TITLE: Creating an Electronic Community of Teacher Educators in Richland County (SC) School District One To Support the Instructional Technology Teacher Education Curriculum.
PUBLICATION_DATE: 1998
ABSTRACT: This paper describes the development of an electronic community to support teacher educators in their instructional technology (IT) curriculum. Teacher educators were enthusiastic about the project, since the most important facet of IT teacher education was to integrate technology into the classroom. IT teacher educators understood the importance of e-mail communication in creating an electronic community so they could communicate regularly with each other and share course information. The teacher educators were given identical laptop computer systems to use in preparing for classes, presentations, and communicating with one another. The IT services division had a home page on the World Wide Web that gave an overview of the division and the various technology documents that supported the IT teacher education curriculum. The home page could serve as a single location for a clearinghouse of accepted activities for trainers to supplement the IT curriculum; an idea forum for IT teacher educators; individual module and course electronic community web-based discussion groups; and scheduled online meetings. TITLE: Implementing Technology at Springdale Elementary School: A Case Study.
PUBLICATION_DATE: 1997
ABSTRACT: In 1995, the Lexington County, South Carolina School District 2 began implementing their "Technology Task Force Position Statement" for effectively incorporating technology into the curriculum. This transformed Springdale Elementary School's computer ownership from a few Apple II-E computers for the entire school to one with as many as four Pentium (TM) multimedia personal computers equipped with Internet access and color ink jet printer per class. Implementation began with the philosophy: (1) technology should support district educational goals, (2) technology should provide a platform for student access and advancement in curricular areas, (3) students, faculty members and staff should communicate effectively with each other and enhance information accessibility, (4) the appropriate use of technology should become an integral part of the curriculum, (5) schools should prepare students for the 'world of work' that is driven by technology, and (6) minimum technology standards should be developed for all district schools. This paper describes the roles of managing and implementing this technology change as played by principal, vice principal, media specialist, teachers and students. Also outlines how parents and the community can benefit from the implementation and integration of technology. Highlights include: (1) connections in electronic communities, including listservs, World Wide Web-based discussion groups, and the "conversational web"; (2) cyber-collaborative learning, including virtual classrooms, developing student writing skills, and collaboration among educators; (3) social development within the electronic community, including virtuality and postmodernism; (4) electronic community and hypertext conversation, including the chaos of non-linear asynchronous communication; (5) the individual and the community, including advantages of non-linearity for advancing critical thinking skills and allowing greater flexibility in understanding curriculum; and (6) conversational nuance and beyond, including conveying emotion and miscommunication/misunderstanding.
